
Welcome to the official site for City of Dryden Municipal Elections. Municipal Elections in Ontario are governed under the Ontario Municipal Elections Act, 1996, as amended, and "shall be held in 2006 and in every fourth year thereafter." In addition following recent amendments to the Municipal Elections Act as identified under Section 21 of the Good Government Act (Bill 212), Municipal Elections in Ontario will now be conducted on the fourth Monday of October from 10:00 a.m. to 8:00 p.m. Therefore, the 2010 Municipal Elections will be held on Monday, October 25, 2010.
Municipal Elections are administered by the Municipal Clerk, who acts as the Returning Officer under the authority of the Municipal Elections Act. Within the City of Dryden, Municipal Elections are conducted to fill the office of Council and school board trustees. The Act also applies when a by-law is submitted for the assent of electors at an election or when the opinion is sought on any question required or authorized by law to be submitted at an election.

As your Returning Officer for the 2010 Municipal Elections and on behalf of the Municipal Election Team, we are committed to ensuring that these elections will be conducted with the utmost integrity and commitment to maintain the following principles for all municipal elections in Ontario:
(a) The secrecy and confidentiality of the individual votes is paramount; (b) The election should be fair and non-biased; (c) The election should be accessible to the voters; (d) The integrity of the process should be maintained throughout the election; (e) There be certainty that the results of the election reflect the votes cast; and, (f) Voters and candidates should be treated fairly and consistently within a municipality.
I encourage everyone to become an active participant in the upcoming election, be it as a candidate or eligible voter or an interested observer. Remember to exercise your right to vote in the upcoming municipal election. Be aware of the notices and information that is available to you, contact your municipal office for any questions you may have, and ensure your name is on the voters' list when it is made available for public viewing. Offices to be elected:
In 2010, qualified electors will vote for Mayor and six members of Council for the term December 1, 2010 to November 30, 2014.
The 2010 Municipal Election will also includes the election of school board trustees to the following Boards:
English Public School Board Trustee – one (1) to be elected (Keewatin-Patricia District School Board)
English Separate School Board Trustee - two (2) to be elected (Northwest Catholic District School Board) for the City of Dryden, Municipality of Machin, Unorganized Areas of Machin TSA, Dryden Locality, Van Horne and Wainwright (St. Joseph’s School - Dryden)
French Public School Board Trustee - one (1) to be elected (Conseil Scolaire Public du Grand Nord de’l’Ontario)
French Separate School Board Trustee – one (1) to be elected (Conseil Scolaire de Catholique Des Aurores Boreales) for the jurisdiction west of Thunder to Dryden including the municipalities of Atikokan, Ignace, Sioux Lookout, Pickle Lake, Dryden and unincorporated areas within this new jurisdiction.

Candidates Information:
The Nomination period for the 2010 Municipal Elections commenced January 4, 2010 and ends on September 10, 2010. Nomination forms are to filed with the Municipal Clerk, during normal office hours (8:30 to 4:30 p.m.) Monday to Friday and from 9:00 a.m. to 2:00 p.m. on Nomination Day (September 10, 2010).
How to be Nominated:
1. Obtain a candidates information package from the City Clerk which includes the Nomination paper (Form 1) and other required forms and documentation required for filing.
2. To file your Nomination Paper, please bring your completed Nomination Form, Declaration of Qualification, a government issued photo I.D., along with your prescribed Nomination Filing Fee, which is $100 for the office of Councillor and School Board Trustee and $200 for the office of Mayor. The Filing Fee must be paid at the time of filing your Nomination Paper by cash, certified cheque, or money order only. A candidate is entitled to a refund of the filing fee if he/she is elected, receives more than two percent (2%) of the votes cast for the office or withdraws.
3. A Nomination paper can be filed in person or by an agent. The Municipal Elections Act, 1996, as amended, prohibits the filing of these documents by fax or e-mail. A Nomination must contain original signatures. If filing by an agent, the candidate's declaration on the Nomination Paper MUST be commissioned prior to the agent filing the paper with the City.
4. Candidates will be required to sign a Declaration of Qualification prior to the time of filing their Nomination paper.
5. Proof of identification will be required (i.e. Driver's License, passport, etc.)
The City Clerk will certify or reject your nomination paper by 2:00 p.m., Monday, September 13, 2010. The onus is on the person being nominated to file a bona fide nomination paper.
Withdrawal:
If a person has been nominated for one office and then is nominated for another office, then the first nomination is deemed to have been withdrawn at the time the second nomination is filed. However, Section 261 of the Municipal Act, 2001, provides that no person may hold more than one office governed by the Municipal Elections Act, 1996, as amended, at the same time anywhere in Ontario.
If a person is nominated for and his or her name appears on the ballot for more than one office and he or she is elected to any of those offices, his or her election is void and the office is vacant.
It is the responsibility of the candidate to ensure the first nomination has been withdrawn and that the proper financial statements are later filed.
Campaign Period:
Until you have filed your nomination paper (Form 1) with the Clerk/Returning Officer for the City of Dryden, you cannot raise money nor incur any expenses. Also, you cannot spend any personal funds on your campaign before filing your nomination. The campaign period commences upon the filing of your nomination and ends December 31, 2010.

Qualifications:
To run for municipal office, a candidate must, as of voting day (Monday, October 25, 2010) be:
- a Canadian Citizen
- at least 18 years of age
- a resident in the City of Dryden or the owner or tenant of property in the City of Dryden or the spouse of the owner or tenant
- not prohibited by law from voting on voting day; and
- not disqualified from holding municipal office by any legislation
To qualify to be a candidate for school board trustee, a person must be:
- a Canadian Citizen
- at least 18 years of age
- a resident within the district school board's area of jurisdiction; and
- qualified to vote for members of that district school board
In order to qualify to be a candidate a person must be:
For Keewatin-Patricia District School Board, an English public school board elector, For Northwest Catholic District School Board, an English separate school board elector, For Conseil Scolaire Public du Grand Nord de’l’Ontario, a public school elector who would fall under one of the following criteria for french language rights: 1. french is the first language learned and still understands; 2. received elementary school instruction in Canada in French (does not include French immersion or French as a second language); 3. children received, or are now receiving elementary or secondary school instruction in Canada in French (does not include French immersion or French as a second language.) For Conseil Scolaire de Catholique Des Aurores Boreales, a separate school elector who meets ONE of the above criteria for French-language rights for public school electors AND who chooses to be a French-language separate school elector.
Electors may support only one board and it must be a board they are eligible to support.
- Persons who are not Roman Catholic and do not have French-language education rights MUST be English-Public school supporters;
- Persons who are not Roman Catholic but do have French-language education rights, must be either English-Public or French-Public school supporters;
- To be a Separate School supporter you must be Roman Catholic;
- Only Roman Catholic who have French-language education rights, have the choice of supporting any one of the four (4) District School Boards.
Candidates can only qualify for one district school board seat. Candidates for the office of school board trustee, cannot change their school support after Nomination Day (September 10, 2010).
Roman Catholic includes Greek and Ukrainian Catholics.
Vote by Mail
The Council of The Corporation of The City of Dryden enacted By-law Number 3761-2010 on April 19, 2010 to authorize the use of Vote by Mail as an alternative voting method for the 2010 Municipal Elections. The use of Vote by Mail eliminates the need for official advance polls or proxy voting. The By-law also provides for the use of Optical Scanning Vote Tabulators for the purpose of counting votes for the 2010 Municipal Elections.

Voters' List:
All electors in the City of Dryden are encouraged to check the Voters' List to ensure you are on the list and the information is correct. As of September 7, 2010, a copy of the Voters' List is available in the Clerk's Office at City Hall and at the Dryden Public Library.
In order to receive a Voters' Kit, which contains the ballot, in the mail from Canada Post, amendments to the Voters' List must be done by September 13, 2010. Electors should expect to receive their Voter by Mail Kit commencing the week of September 27, 2010. Those who do not receive a Voters' Kit prior to October 12, 2010 or require a replacement Voters' Kit can attend City Hall to complete the required forms to obtain a Voters' Kit that includes their ballot. Internet Voter Lookup
To assist electors wishing to verify whether they are on the voters' list electronically, the City is pleased to offer Internet Voter Lookup. You can check to see if you are on the voters list by clicking on the "Are you on the Voters' List" subheading that will ask for your name and qualifying address. You will receive a yes or no response. If you receive a No response, the system will advise you to contact the Returning Officer.
Please remember when entering your name to use your full name (i.e. Thomas for Tom, William for Bill). Also, please use the default street address that will be shown in the drop down menu.

Q. Where can I get Election results?
A. Results for the 2010 Municipal Election will be posted to the City's website, City Hall, Library and Recreation Office. Historical results are available on this page for 2006 and the 2008 by-election.
Q. Who Can Vote?
A. A person is entitled to vote in the City of Dryden Municipal Elections if he or she is:
1. A Canadian Citizen 2. AT least 18 years of age 3. A resident of the City of Dryden or the owner or tenant of property in the City, or the spouse or same-sex partner of the owner or tenant who does not live elsewhere in the City. 4. Not prohibited from voting under any law.

Q. Is my name on the Voters' List?
A. The voters' list is available for viewing during an election revision period. For 2010, the revision period will commence September 7, 2010. Forms and a copy of the list are available for viewing at City Hall and at the Library. Also, a Voter Lookup feature is available on this web page that will allow you to enter your name and property address and advise whether you are on the list or not.
Q. Why should I vote?
A. Your participation in the voting process provides you with the opportunity to have your say on who and how you would like your community governed.
Local Government is the level of government that is closest to the people. It impacts our lives in so many ways from the roads we drive, the provision of sewer and water services, recreational opportunities, promotion of economic development, child care, transportation, Library's and Museums, and so much more.
Your right to vote is a fundamental part of a democratic government. I urge all electors to participate in this Municipal Election by exercising your right to vote. You have the opportunity to decide how and who will govern your City for the next four years. Remember everyone this is "Your City...Your Vote!"
Q. If I own more than one piece of property in the City, can I vote more than once?
A. NO! If you own more than once piece of property, you should be receiving one vote-by-mail kit with your ballot for the property where you reside. It is an offence under the Municipal Elections Act to vote for any office more than once! If you receive more than one ballot , please contact the Returning Officer or attend the Ballot Return/Revision Centre at City Hall immediately at 223-1127 to make arrangements to return the kits. Please remember to check the Voters' List to ensure the correct mailing address and qualifying address as well as to ensure you are on the list only once.
Q. Can I vote if I live in unincorporated territory or am a Non-Resident?
A. The only way you will be eligible to vote is if you meet the qualifications as per the legislation and own property within the City of Dryden. This could be vacant land or a rental property for example. Again, please remember to check the Voters' List.
Q. Why did Dryden choose Vote by Mail?
A. The "non-resident" population has often expressed concern that they do not have the opportunity to exercise their right to vote, as many of them live out of the Province or Country. As an alternative voting method, Vote by Mail has been the preferred option for conducting our elections since 2000 and has shown increases in voter turnout and improved accessibility to the voter.
Q. What are the advantages?
A. "One-stop shopping” for all eligible voters – an elector may attend the Revision Centre (City Hall) to check the List of Electors, pick-up a ballot package if they do not receive one in the mail, vote at the Revision Centre, or drop their package off instead of mailing. There is no need for setting up polling places throughout the City, or for proxy voting. “Convenient/easy voting” for everyone – you can vote from home and just mail or deliver your ballot package to City Hall any time after you have received it! “Less upfront administrative work/costs” for the City to prepare for the election. A ballot kit will be mailed to everyone who appears on the final List of Electors that will be posted in early September, 2010. “Higher Voter Turn-out expected” – by being able to “reach out” to all eligible voters, we anticipate a higher than 50% turn-out with the Vote by Mail system.
Q. How does Vote By Mail work?
A. Each elector will receive a ballot kit in the mail from Canada Post (replacement kits will be issued from the Revision Centre). Follow the instructions included in the kit, complete the ballot, and place it in the secrecy envelope. Sign the Declaration Form and place both pieces into the larger outer envelope, and mail in the self-addressed, stamped envelope to City Hall. Or, you may wish to personally drop it off at the Revision Centre (City Hall).
Q. When do the Return Voters' Kits containing the ballot have to reach the Ballot Return/Revision Centre?
A. Canada Post will be asking voters to mail your Return Voters' Kit containing your ballot by October 16, 2010. Of course we will still accept your package right up to 8:00 p.m. on Voting Day. After October 16, 2010, voters are asked to drop off their Return Voters' Kits at the Ballot Return/Revision Centre located at City Hall.
Q. When will results be tallied?
A. Results will be tallied at the close of polls at 8:00 p.m. on Monday, October 25, 2010. Ballots will be scanned through a voting tabulator and after all ballots have been scanned the tabulators will tally the results. These results will be forwarded to the media and a copy sent immediately to the Library, which has been designated as Election Central where all candidates and public can congregate on the evening of Voting Day.
