Project Description:

The City of Dryden is currently undertaking a Review and Update of the City of Dryden Official Plan and Zoning By-law No. 2740-2000. 

The City has hired Meridian Planning Consultants to undertake this Official Plan and Zoning By-law review.  The City has identified a host of issues to be addressed through the update process.  These issues range from minor technical updates to significant and substantial changes in how the City manages growth and development.  The project will generally include:

  • Review and update the goals and policies of the existing City of Dryden Official Plan;
  • Implementation and integration of the Provincial Planning Policy into the Official Plan;
  • Ensure the Official Plan is consistent with other City policies relating to the social, economic and environmental health of the community;
  • Review of future residential, commercial, industrial and institutional land needs and revise policies and indicate mapping changes accordingly;
  • Identify policies to assist in linking residential, commercial and industrial growth with local job creation and the provision of infrastructure to ensure the development over the life of the Official Plan;
  • Identify major land use issues and opportunities to be addressed through the Official Plan and implementing Zoning By-law;
  • Ensure conformity with provincial legislation, regulations and plans;
  • Develop proposed policy direction(s), in draft and recommendations for amendments to the Official Plan and implementing Zoning By-law;
  • Allow for public and agency consultation, through both open houses and statutory public meetings, throughout the review process;
  • Ensure that consultation takes place with Aboriginal and First Nation communities, throughout the review process.
  • Review of sustainable growth, healthy living and intensification policies;
  • Consolidation of existing Official Plan Amendments (2), and zoning By-law amendments (25)
  • Other “technical” and housekeeping amendments;
  • Ensure the review is conducted in a manner that is in compliance with all pertinent provisions of the Planning Act.
  • Prepare the final Official Plan and Zoning By-law and provide all planning reports required by the Ministry of Municipal Affairs and Housing and Council for adoption and approval.
  • Preparation of Draft and Final Background reports
  • Preparation of Draft and Final Official Plan and Zoning By-law


City of Dryden Official Plan

The City of Dryden Official Plan is a key planning document comprising general principles and policies intended to guide and control future land use development and redevelopment, while protecting significant natural features.  It provides a general policy direction and land use planning framework to guide the physical, social, economic and environmental management and growth of the City.  The current Official Plan was approved in 2002.

Public Consultation

The Official Plan Review is an undertaking that will include and welcome input from all stakeholders.  The Planning Act requires public consultation as a means to receive input from the public and stakeholders for the OP Review.  The review process will provide for a full public consultation process, including public meetings, open houses, workshops, and access to key information.  A separate section of the City’s website at www.dryden.ca has been established to provide updates on the OP review.  This section will also include links to Notices and Public Meetings/Minutes and or Open Houses as they become available. Special Meeting of Council to Receive Input from the Public

To begin the Official Plan Review, and in accordance with the Planning Act, a Special Meeting of Council, open to the public, will be held on Monday, March 21, 2011, 5:00 p.m., Council Chambers, City Hall.

Throughout all phases of the Official Plan Review, there will be ongoing publication of Notices of Public Meetings, workshops, and Open Houses on the City’s website and in the newspaper, as required by the Planning Act, and as directed by Council.

Comprehensive Zoning By-Law Review

In conjunction with the Official Plan Review and update, the City of Dryden has begun work on a new comprehensive Zoning By-law for the City.  The existing Zoning By-law was approved in 2000.  Since that time the City has changed the way development happens.  As well, there have been changes to the relevant policies and standards that guide development.  The new comprehensive zoning by-law is being developed in consideration of the City’s Official Plan, other master plan documents previously approved by City Council, updated mapping and public input.


Why should citizens get involved?

The new Zoning By-law will be relevant to all citizens of Dryden because it affects all properties within the City’s planning area, including residential commercial, industrial, institutional, rural, and green spaces.  If you wish to buy or sell land in the City of Dryden you may wish to know what uses are allowed on that property.  Further, you may wish to know what uses are permitted within your neighbourhood.  If you are considering  building a structure on your property, it must comply with the zoning by-law. Citizens can get involved by attending public engagement sessions, reviewing drafts of the By-law, and staying up-to-date with new development in the By-law process.
