Learning About Nuclear and the NWMO's Adaptive Phased Management Project
In September 2020, the City of Dryden implemented a more focused approach to stakeholder learning and engagement of the Nuclear Waste Management Organization’s Adaptive Phased Management (APM) project; Canada’s plan for the long-term management and storage of used nuclear fuel. The anticipated outcome of APM is the centralized containment and isolation of Canada's used nuclear fuel in a Deep Geological Repository (DGR), in an area with stable geological formations and an informed and willing host community. APM also involves the development of a transportation system to move the used fuel from the facilities where it is currently stored to the new site.
No matter where this DGR is eventually constructed, it will have an impact on all communities in that region, most especially those within close proximity to the chosen development site. The Township of Ignace is one of two siting communities that remain in the site selection process. The Nuclear Waste Management Organization (NWMO) is studying a potential site in the rock unit of the Revell batholith located between Dryden and Ignace in unorganized territory on Crown land. The NWMO has reported that this potential construction site is located approximately 35 kilometers from the municipal boundary of Ignace, and 40 kilometers from the municipal boundary of Dryden. As such, the City of Dryden has inherited the role of a potential Significant Neighbouring Community in the NWMO’s project.
The City of Dryden will continue its work to provide ongoing information and educational opportunities as well as resources and links to relevant and credible information with respect to this project. Please direct your inquiries to the Special Projects Coordinator.

Question Raised during the Session Requiring a Response: Which three boreholes will be used to monitor pressure? (Ref page 65 in the "Confidence" report) Answer from NWMO: The Confidence report noted that there were three instrument sets installed in boreholes to monitor pressure, with a fourth one planned for 2022. As of now (end 2022), we have four installed – Boreholes 1, 3, 5 and 6. |
The purpose of the document is to clarify the CNSC’s licensing requirements for preparing a site for a possible future deep geological repository (DGR) facility.
A webinar was held on March 22, in English, to provide background on this document and give participants an opportunity to ask questions. Please refer to the Let's Talk Nuclear that will post a summary of the questions addressed and the following is a copy of the presentation from the Webinar:
Feedback on this regulatory document is being collected on Let’s Talk Nuclear Safety until May 23, 2023. You’ll also have an opportunity to review and provide feedback on the comments received during the consultation, from May 24 to June 8, 2023.

Notice re Dissolution of DNEEC |
At the October 11, 2022, Meeting of Council, a resolution was passed to dissolve the Dryden Nuclear Education and Engagement Committee (DNEEC). To facilitate and maintain a public record, the DNEEC web page has remained in force as a hub for educational information as well as an archive of the Committee’s past work. |
DNEEC History & Background Information |
In early January of 2022, a staff report was brought forward to Dryden Council with a recommendation from the Master Plan Steering Committee for the establishment of a Dryden Nuclear Education & Engagement Committee. As a result Council, established the DNEEC and adopted the Terms of Reference. Staff initiated a recruitment process for membership on the Committee and formerly appointed 4 representatives from the public and 3 representatives from Council. A copy of the terms of reference, staff report and background information along with Committee Members and contact information are provided for information and reference. The fundamental role of the Dryden Nuclear Education and Engagement Committee (DNEEC) is to engage and educate the community by offering a variety of learning opportunities regarding the NWMO’s Adaptive Phased Management (APM) Project for the long-term storage of used nuclear fuel in a deep geological repository (DGR), and how it may impact Dryden in all areas of safety and well-being, both positively and negatively. The DNEEC is NOT tasked with providing a recommendation to City Council regarding the community’s support of the NWMO’s APM project, nor does the Committee make any decision on behalf of the City Council in this regard. Its role is to be conduit for the education of the community through a variety of engagement opportunities. The mandate of the Committee is encompassed in its Terms of Reference.
