Any corporation or member of the public can submit a complaint to the investigator about a meeting or part of a meeting that is closed to the public. You can make a complaint online, by phone, by email, or in person.
To submit a complaint, follow these steps:
- Collect all relevant information and documents.
- Municipal staff should not see or forward complaints. Only the investigator should receive complaints.
- Complete the form providing as much information as possible: Closed Meeting Complaint Form.

When you contact Ombudsman Ontario with a problem or complaint, they:

- Protect your privacy and ask for your consent if they need to share details about your complaint
- Respect diverse perspectives and experiences
- Treat you with respect and professionalism
- Keep you updated on your file’s progress
- Try to resolve your issue quickly
You can have an Elder, support person, family member, caregiver, caseworker, friend or other person help you file your complaint or contact their office.
